The courier must accept them
Being able to create a label does not automatically mean the courier has approved safety matches on that service.
Safety matches are not accepted through Royal Mail postal services.
Current Post Office prohibited and restricted items guidance lists matches, including safety matches and windproof matches, as not allowed in the mail for either UK or International Royal Mail services. Other carriers have their own acceptance rules, which is why the correct service must be confirmed before shipping.

product and shipping setup need to be checked before they are sent.
Can I send safety matches with a normal parcel courier?
Not through every standard parcel service. For example, current Post Office guidance lists matches, including safety matches, as not allowed through Royal Mail postal services in the UK or internationally.
